A join of two planes: fields is what the ADAPTER declares as company-wide (LinkConfigField.scope: "tenant" on its own GET /config), and the rest is what this service stores — field names and a boolean, never a value. An EMPTY fields is a real and common answer meaning the platform has no company-wide half; an adapter that could not be REACHED is a 502, because reporting that as an empty list would tell an admin there is nothing to configure. connectionCount is the blast radius of a PUT, so a UI can state it BEFORE saving.
